Internet goes down every 5 min for 3-10 seconds
I have ATT&T Uverse in my house and a piHole as my DHCP provider. I was setting up an IoT device and noticed weird dropouts in 5min intervals where it definitely had a network wifi connection, but no internet connection. I set up my desktop with the Net Uptime Monitor and it confirmed that my test targets (google 220.127.116.11, OpenDNS, and 18.104.22.168
) all have spasms where they go down at exactly 5 minute intervals. Now, there are some extended periods where this doesn't happen, as well as a few odd random outtages, but when it happens, it is 5 min, or 5.5min, or 10min.
None of my internet activities seem to be affected by this, so i have no idea how long it was occurring previously, but i have been troubleshooting a particular device since november. I also believe because i can detect it both on a windows pc and an arduino based microcontroller, it must be coming from the router or ISP, not the devices themselves. It may be a coincidence, but when i reset my router, the problem goes away until a)my devices restart or b)my DHCP lease time in my pihole is exceeded. When dropouts do start, it continues even if my IoT device is powered off.
Nettime log below, set to log a failure if longer than 1second.

Intermittent Internet Loss, caused by one PC rebooting on network
As mentioned above, I've had this issue going on for many months - I lose internet connection (can't ping google or OpenDNS with a program called Net Uptime Monitor), for 5 to 15 seconds roughly. I discovered today that this seems to happen every time my housemate restarts his computer, and vice versa.
Unplugging the ethernet cable from one computer also triggers the disconnect (computer restart does not trigger with ethernet cable unplugged).
I have updated the firmware to the router (Nighthawk R7900P), reset the router to default settings, and turned off wifi to see if any of those changes might help - they didn't.
Both devices are hardwired to the router. I've had Spectrum come out several times, and they never find an issue - they have replaced the modem and we now have all new CAT6 to the tap.
Any ideas out there?
Thanks in advance, this is driving me nuts!
Edit 1: per u/e4109c
, I placed both computers on a static IP. Same issue occurs.
